Inspections are an important element of AREA's oversight of its licensees and Inspection and Enforcement Division is responsible for developing and conducts inspections according to sanctions 36 to 42 of the Atomic Energy Act of 2011. The Dosimetry Laboratory for External Dosimetry provides services to all radiation workers, particularly to the medical, research, and industrial sectors. The Laboratory can assess whole body exposure or the exposure sustained by individual body organs (head/eyes, extremities) to penetrating radiation (X-rays, gamma rays, thermal and fast neutrons) and to non-penetrating radiation (low-energy photons, beta radiation).
  1. The development of programs for collecting and analysing environmental samples.
  2. The conducting, facilitating and coordinating of environmental radioactivity research using nuclear techniques and applications.
  3. The calibration and maintenance of radiation detection equipment and other related equipment.
The Laboratory is responsible for:

The Authorisation and Regulatory Compliance Division is responsible for the provision of authorisation services with regard to registration and issuing of licences for equipment and facilities with activities or practices involving radiation sources, radioactive or nuclear material.
The responsibilities for the division include:
a) Establishment and maintenance of a national register of radiation sources, radioactive or nuclear material and of licensed persons or institutions;
b) Establishment of standards and procedures for authorisation;
c) Review and assessment of authorisation applications for facilities and activities or practices involving ionising radiation sources and nuclear or radioactive material;
d) Processing and issuance of authorisations including definition of detailed authorisation conditions and financial obligations to be placed on authorised persons and institutions.
4. Finance and accounting division
The Division is responsible for managing financial resources of the Authority by ensuring both timely collection from clients. The Division is also responsible for the production of financial statements and ensuring that they are audited in good time.;
The Division provides resource management services to technical and other supporting directorates of the Authority. Some of the major functions include
  1. Development of internal financial controls systems
  2. Developing and maintaining the accounting system of the Authority
  3. Preparation of financial statements and handling audit assignment
  4. Budgeting and budgetary control
  5. Advising management and the Board on all financial issues
5. Human Resource and Administration Division
The department is responsible for the custody of all resources and assets owned by the Authority. The department is responsible for safeguarding assets, ensuring that all assets are well maintained, adequately insured and properly recorded.
The Human Resources and Administration Division is also responsible for: coordinating the developing and implementation of human resources and administration policies and procedures in order to create a conducive working atmosphere and ensuring that training needs of staff are identified and relevant training programmes are drawn-up and implemented in order to improve the performance of all members of staff and.

6. Legal Services
The Legal Services Unit is responsible for reviewing and recommending the development of legislation for safety in use of radiation sources and security of radioactive sources and nuclear material. The unit also recommends terms and conditions to include with authorizations and to provide legal representation for AERA. The unit performs the following functions:
a) Provision of legal advice to the Board of AERA including interpretation and enforcement of the Atomic Energy Act and accompanying regulations;
b) Management of corporate legal issues including representing AERA in civil and criminal proceedings concerning AERA;
c) Arbitration, mediation and coordination of hearings to resolve disputes;
d) Facilitating drafting and review of the Atomic Energy Act and related regulations on safe handling, use, and security of radiation sources, radioactive materials, and nuclear material.

AERA Internal Audit Department was established by the board of directors to add value and improve operations. It helps AERA accomplish its objectives by bringing a systematic, disciplined approach for evaluating and improving the effectiveness of risk management, control and governance process. Read less
The department through assurance and consultancy services assists in-
  • Providing independent assessment to the Board on the effectiveness and efficiency operations.
  • Evaluate the effectiveness and contribute to the improvement of risk management process.
  • Checking that AERA assets are being safeguarded.
  • Carrying out project audits for undertaken by AERA and those funded by other international organizations.
  • Carrying out specific investigations when there is suspicion of fraud or irregularities.
  • Evaluating the reliability, integrity of financial, and Operational Information.
  • Assisting external Auditors on their external audit assignments.
  • Checking that AERA is complying with various legislations i.e. Atomic Energy Act, Taxation Act, Financial Management Act and Public Procurement Act.
In conducting its work, the Internal Audit Department has full, free and unrestricted access to all records, premises, property, personnel and systems of AERA necessary for the proper performance of the internal audit function.
